Centre for Legislative Studies and Research, ManavRachna University has been established to
- Conduct critical study of pending bills and offer pre-legislative inputs for efficient law making;
- Identify pre-requisites and suggest effective implementation of legislations;
- Assess and evaluate the impact of legislations and propose reforms;
- Investigate and develop legislative best practices and procedures;
- Offer research support to legislative secretariats and legislators for the effective discharge of their legislative functions; and such other related matters.
The Centre for Legislative Studies and Research (CLSR) operates under the overall aegis of ManavRachna University, and as a functional unit attached to the Faculty of Law. The Centre is autonomous, to the extent of proposing, deciding and undertaking projects, research and training, and academic pursuits in furtherance of its objectives.

Vision
To establish a research and clinical facility on various aspects of Legislative Studies that will undertake cutting edge in Legislative research, skill-building sessions, and provide professional services.
Mission
- Research – Undertakes institutional research, consultancy, and advisory projects.
- Training – Training Programs, meticulously designed and developed by experts
- Skill Development – Promotes drafting skill development among students of Manav Rachna University in general and law students in particular through short-term courses.
- Collaborations – Tie-ups and professional linkages with industry, professionals, and government agencies, within and outside India.
- Information Creation – building data base relating to Legislative Studies & Policy and Tools & Techniques.
- Exchange of Information – Effective forum for exchange of information and knowledge among various stakeholders through conferences, seminars, and expert talks.

The Centre has been established with the following objectives –
- To pursue research and publications in legislative policies, procedures, and practices;
- To undertake consultancy, advisory, and advocacy projects;
- To train, develop and cultivate legislative best practices;
- To provide a forum for the exchange of ideas and information on legislative affairs amongst legislators, legislative bodies, the executive and citizens;
- To support the academic pursuits of the Faculty of Law, with research and practical training;
- To explore and enter into collaborations and tie-ups with national and international organizations and agencies including the parliamentary secretariat, legislative assemblies and executive bodies, in furtherance of the objectives of the Centre

The following functions may be performed by the Centre. The functions stated below are not exhaustive and are inclusive in nature.
- To conduct research in identified areas and publish papers.
- To undertake institutional research projects.
- To take up external consultancy and advisory projects.
- To conduct outreach programs for Awareness and Sensitization in the form of Workshops, Seminars, Guest Lectures, Roundtables and Conferences etc.
- To conduct Executive Development Programs, Diploma and Certificate Courses & other training activities.
- To enter into tie-ups and collaborations with domestic and international bodies.
- To initiate students of MRU into legislative matters, with the help of research and practical training.
- To create a knowledge database, focusing, inter alia, on law and policy, decided cases and case studies.

- Webinar: Expediency v. Justice in Legislative Drafting: Some Human Rights Considerations for a Hyper Technical by CLSR, School of Law, MRU on 19th January 2022. Prof Upendra Baxi was the Keynote Speaker, Mr PK Malhotra, Executive Chairman; CLSR graced the occasion as Special Invitee. Dr SK Bose delivered the introductory speech.
- Online Panel Discussion on Data Protection Bill on 25th February 2022. Cyber Expert Amit Dubey & VP SBI card were Guest Speakers. Dr SK Bose moderated the panel Discussion.
- International Webinar on International Criminal Law in collaboration with Suveeksha Eduskills Ltd, School of Law Manav Rachna University and International Criminal Court Bar Association · Mar 2022, Beth S Lyons from ICC was the Keynote Speaker. Dr Bose convened the webinar.
- Inauguration of the 3rd Edition of Online Appreciation Course in Legislative Drafting on 9th April 2022- 18th April2022. Dr Rita Vashisht, Secy, Legislative Dept, Govt. of India was invited as the Chief Guest and Keynote speaker. Dr SK Bose delivered the introductory speech.
- 3rd Edition of Short term Online Appreciation Course in Legislative Drafting commenced from 9th April 2022 and ended on 20th April 2022. 32 students successfully completed the course. The course was designed by Dr SK Bose, Director, CLSR.
- Internship was offered from 1st June 2022 to 27th July 2022 wherein 10 law students successfully completed their internship at the centre and each of them was provided Internship Completion Certificates. During these 7 weeks the interns were made carry out rigorous research on various areas and their work was assessed by the experts and seniors.
- Inter-School Quiz Competition on the theme Sarvapalli Dr Radhakrishnan was organized by CLSR at School of Law on 22nd September 2022. There were 30 students participated. Certificates and prizes were given to participants and winners.
- Inter School Group Discussion Competition was organized by CLSR, School of Law on 24th Nov 2022 on the occasion of Law Week wherein 26 students from various schools participated. Certificates and prizes were given to the participants.
- A One day Work Shop on Blog Writing was conducted by CLSR in collaboration with All India Lawyers’ Forum and Mind Your Law on 27th March 2023. Dr SK Bose was the Resource Person.
- Poster Making Competition & Quiz Competition on the theme India & Indian Women 77 Years were organized on 14th August 2023 on the occasion of 77th Independence Day. Participants and winners were given certificates of recognition.
- Boot Camp on Introduction to Research & Abstract Writing: on the occasion of Global Ethics Day 2023, CLSR in collaboration with All India Lawyers’ Forum and Mind Your Law organized a One-day Boot Camp on Introduction to Research and Abstract Writing on 20th October at School of Law. 45 participants including CLSR student-volunteers attended the event. Dr SK Bose, Director, CLSR was the Resource person.
- National Conference on “Legislative Studies and Policy Governance: Challenges and Opportunities” was held on 23rd and 24th Nov 2023 to mark the Constitution Week Celebration. This conference was jointly organized by CLSR, School of Law, Manav Rachna University and IQAC, National Law University and Judicial Academy, Assam.
