• About

  Centre for Legislative Studies and Research, ManavRachna University has been established to 

  • Conduct critical study of pending bills and offer pre-legislative inputs for efficient law making;
  • Identify pre-requisites and suggest effective implementation of legislations;
  • Assess and evaluate the impact of legislations and propose reforms;
  • Investigate and develop legislative best practices and procedures;
  • Offer research support to legislative secretariats and legislators for the effective discharge of their legislative functions; and  such other related matters.

  The Centre for Legislative Studies and Research (CLSR) operates under the overall aegis of ManavRachna University, and as a functional unit attached to the Faculty of Law. The Centre is autonomous, to the extent of proposing, deciding and undertaking projects, research and training, and academic pursuits in furtherance of its objectives.

  Vision

  To establish a research and clinical facility on various aspects of Legislative Studies that will undertake cutting edge in Legislative research, skill-building sessions, and provide professional services.

  Mission

  • Research – Undertakes institutional research, consultancy, and advisory projects.
  • Training – Training Programs, meticulously designed and developed by experts
  • Skill Development – Promotes drafting skill development among students of Manav Rachna University in general and law students in particular through short-term courses.
  • Collaborations – Tie-ups and professional linkages with industry, professionals, and government agencies, within and outside India.
  • Information Creation – building data base relating to Legislative Studies & Policy and Tools & Techniques.
  • Exchange of Information – Effective forum for exchange of information and knowledge among various stakeholders through conferences, seminars, and expert talks.
• Objectives

  The Centre has been established with the following objectives –

  1. To pursue research and publications in legislative policies, procedures, and practices;
  2. To undertake consultancy, advisory, and advocacy projects;
  3. To train, develop and cultivate legislative best practices;
  4. To provide a forum for the exchange of ideas and information on legislative affairs amongst legislators, legislative bodies, the executive and citizens; 
  5. To support the academic pursuits of the Faculty of Law, with research and practical training;
  6. To explore and enter into collaborations and tie-ups with national and international organizations and agencies including the parliamentary secretariat, legislative assemblies and executive bodies, in furtherance of the objectives of the Centre

• Functions

  The following functions may be performed by the Centre. The functions stated below are not exhaustive and are inclusive in nature.

  1. To conduct research in identified areas and publish papers.
  2. To undertake institutional research projects.
  3. To take up external consultancy and advisory projects.
  4. To conduct outreach programs for Awareness and Sensitization in the form of Workshops, Seminars, Guest Lectures, Roundtables and Conferences etc.
  5. To conduct Executive Development Programs, Diploma and Certificate Courses & other training activities.
  6. To enter into tie-ups and collaborations with domestic and international bodies.
  7. To initiate students of MRU into legislative matters, with the help of research and practical training.
  8. To create a knowledge database, focusing, inter alia, on law and policy, decided cases and case studies.
• Activities

  LAUNCH WEBINAR OF CLSR

  The Centre for Legislative Studies and Research started its activities with a launch webinar on the 10^th of October, 2020. The lead speaker in the webinar was Dr. G. Narayan Raju, Secretary of Legislative Department, Ministry of Law and Justice, Govt. of India, Mr. PK Malhotra, former Law Secretary, and Executive Chairperson, CLSR and Mr. Satya Prakash, Legal Editor, The Tribune. Mr. Raju discussed various key areas of legislative drafting followed by a very informative address by Mr. Prakash. A large part of the webinar touched upon the practical relevance of legislative studies in the light of legislation and the constitutional mandate and other emerging aspects of legislative drafting. A host of lawyers, law teachers, journalists law scholars, and professionals, across the country, participated in the event.

  CONSTITUTION DAY

  Constitution Day reinforces our commitment towards the Rule of Law. India celebrates Constitution Day on the 26^th Day of November, every year. It gives an opportunity to every Indian to renew the pledge to uphold the sanctity of the constitutional framework and its ethos. To commemorate Constitution Day, Centre for Legislative Studies and Research in collaboration with Faculty of Law organized a webinar to analyze and understand the constitution of India in the present context and whether it requires a fresh look. The theme of the Webinar was “Is it time to overhaul the Constitution?”. The lead speakers of the Webinar (Web Seminar) were Mr. Justice Rajive Bhalla, Ms. Geeta Luthra, Mr. PK Malhotra and Dr. Anup Surendranath. The speakers gave lots of ideas to the audience to critically analyze provisions and constitutional morality in practice.

  ONLINE APPRECIATION COURSE IN LEGISLATIVE DRAFTING

  CLSR offers a four-day online appreciation course in legislative drafting. This is a certificate course, which is conducted on weekends to facilitate working professionals and students to gain additional knowledge and skill on legislative drafting. This is an online course, wherein sessions are conducted by experts and accomplished professionals from the Ministry, profession, and academia.   THE ART AND SCIENCE OF LEGISLATIVE DRAFTING

  Dr G Narayana Raju Secretary, Legislative Department, Ministry of Law and Justice was the Chief Guest and delivered the Keynote Address. The other speakers at this webinar were Guest of Honour Satya Prakash Legal Editor, The Tribune. PK Malhotra Former Union Law Secretary and Executive Chairperson of CLSR delivered the opening remarks. This online discussion was moderated by Ajay Thomas Director, Faculty of Law and  Dr Versha Vahini Head of Department, Faculty of Law moderated the session, and Dr SK Bose Faculty-in-charge of CLSR delivered the closing remarks.
